Work Arrangement: Hybrid Weekly out of DC, PHL or NY

SUMMARY OF DUTIES:

The Senior Director Commercial Development has overall responsibility and oversight for planning, analyzing, monitoring and implementing real estate activities on behalf of multiple functional areas within the Real Estate & Commercial Development department.  

ESSENTIAL FUNCTIONS:

  • Develop strategic business plans for P3 projects at Amtrak properties, including Major Stations and other facilities 
  • Evaluate unsolicited commercial development proposals involving Amtrak-owned properties 
  • Engage with external parties, including developers, brokers, market research organizations and other third parties to assess real estate market conditions for development within the geographic regions in which Amtrak’s real estate is located 
  • Lead the drafting of RFI/RFQ/RFP documents related to solicitations for commercial development projects
  • Engage with internal Amtrak stakeholders (e.g., Engineering, Operations, Capital Delivery, Finance) to ensure seamless coordination of development activities with Amtrak’s passenger rail operations
  • Lead or participate in negotiating and reviewing development contacts, term sheets, memoranda and legal documents, sale and easement agreements, and ground and air-rights leases.
  • Perform financial analysis of developer financing arrangements and pro-forma documents.
  • Liaise with Finance and other departments as appropriate to develop business plans, and revenue, expense and capital budgets. 
  • Work with Amtrak Real Estate and other departments to execute and, as necessary, amend Amtrak’s Long Term Facility Plan, and identify asset monetization opportunities 
  • Develop and implement tools to review project status and measure performance.
  • Perform other related duties as required.

 


MINIMUM QUALIFICATIONS:

  • Bachelors Degree in Finance or a related field or the equivalent combination of education and training/experience. 
  • Related experience performing financial analysis of financing arrangements and other documentation.
  • Experience managing multiple projects of varying complexity simultaneously.
  • Experience executing  commercial real estate transactions
  • Experience identifying process deficiencies and implementing improvements while controlling costs.
  • Ability to travel 25%. 
  • Familiarity with Microsoft Office Suite (i.e. Word, PowerPoint, Excel, Access).
  • Advanced leadership and management skills with a proven ability to motivate others; effective writing, presentation, meeting, and interview facilitation skills; interpersonal communication; time management; and conflict resolution and investigation skills. 
  • Advanced oral and written communication skills targeting both internal and external audiences


PREFERRED QUALIFICATIONS:

  • 13-16 years of relevant experience
  • Masters Degree in Finance or a related field. 
  • Transportation industry experience.
  • Real estate development experience.
