Planning Specialist I/II

This position will serve as a Planning Specialist, in the Department of Transportation’s Division of Transportation Engineering – Sidewalks Unit. The Sidewalks Unit is responsible to implement the Annual Sidewalk Program and American’s with Disabilities Act (ADA) Program in the Division of Transportation Engineering. 

This position is responsible for:

  • communicating with the public regarding traffic calming measures, pedestrian refuges and other improvements. 
  • communicating with the public for the field construction for installation of bikepaths and bus stop under the Annual Bikeway Program and the Bus Stop Improvement Program. 

The employee will study and be familiarized with the drawings and specifications of construction projects, document observations and reviews.  The employee will share findings with supervisors, contract writers or designers, and provide well-experienced perspectives on such matters as constructability, maintainability, sustainability and practicality (including meeting wants/needs of tenants).

The employee will also be responsible for reviewing and processing invoices from contractors and consultants.

Responsibilities
  • Coordinating and conducting meetings with consultants, contractors, federal, state, local and other County agencies. 
  • Preparation of project maps using mapping software for the development of construction to identify property lines roadways and public right-of-way. 
  • Coordinate public hearings with the County Executive’s Office, DOT staff other inter-governmental agencies (MCPS), court recorders, citizens and local homeowner/civic associations. Prepares legal advertisements and documents for publication and displays at scheduled public hearings. 
  • Prepare large volume of correspondence to identify potential construction projects. 
  • Maintain project files for new requests pending projects, public hearings and upcoming construction. 

Employee must have strong interpersonal skills to communicate and work with residents regarding construction of pedestrian facilities in their neighborhoods.

 

Qualifications

At Planning Specialist I, Grade 18:

Education: Graduation from an accredited college or university with a Bachelor's Degree in planning, urban design, environmental studies and public administration, or related field.

Experience: One year of experience in planning and research related to land use, urban economics, human services, environmental issues, conservation or other work directly related to some municipalities planning and development work.

Equivalency:  A combination of education, training and/or experience which provides an equivalent background required to perform the work of the class may be substituted.

At Planning Specialist II, Grade 21:

Education: Graduation from an accredited college or university with a Bachelor's Degree in planning, urban design, environmental studies, and public administration, or related field.

Experience: Two (2) years of experience in planning and research related to land use, urban economics, human services, environmental issues, conservation, or other work directly related to some municipalities planning and development work.

Equivalency: An equivalent combination of education or experience may be substituted.

Employee must have strong interpersonal skills to communicate and work with residents regarding construction of pedestrian facilities in their neighborhoods.

The applications of those individuals meeting the minimum qualifications will be reviewed to determine the extent, relevancy of training, and experience in the following areas.

1. Experience working within the context and knowledge of American’s with Disabilities Act (ADA) related to sidewalks and bicycle paths within the road right of way.

2. Experience preparing correspondence.

3. Experience in communicating orally, such as communicating through computer/video presentations or social media.

4. Experience in preparation of sidewalk projects for public hearings including testimony, computer presentations, and graphic/visual concepts for in-person and online meetings.
