City Planner Supervisor - Department of Planning

The Baltimore City Department of Planning, Historical and Architectural Preservation Division is recruiting for a City Planner Supervisor to manage all aspects and duties of the Historical and Architectural Preservation Division of the Department of Planning.  This Division staffs the Commission for Historical and Architectural Preservation (CHAP) which oversees 38 (15,000 structures) local historic districts, over 205 city landmarks and manages the historic preservation tax credit program.  CHAP helps preserve and revitalize neighborhoods, celebrates City History and Culture, and promotes historic preservation as a proven economic driver for Baltimore City.

Responsibilities

The Historical and Architectural Preservation Division has a collaborative team approach to carrying out its duties.  The City Planner Supervisor will be responsible for guiding a team of three or more city planners as they administer the design review within local historic districts and on Baltimore City landmarks, create and present staff reports to CHAP, designate local historic districts and landmarks and administer the design review to the City’s local historic preservation tax credit.  The supervisor will help manage community outreach programs, participate in Department of Planning activities such as the Comprehensive Master Plan and neighborhood plans, create preservation reports, and advocate for preservation activities in Baltimore.

Qualifications

Minimum: 

  • Master's degree from an accredited college or university in historic preservation, urban or regional planning, architecture, architectural history, urban history, or closely related field such as public history, American studies, or cultural geography
  • Have 7-10 years of experience in working for planning departments, historic preservation commissions, historic preservation firms, historic preservation organization at a state or federal level, or as a historic preservation officer on a local, state or federal level

Or

  • A bachelor's degree from an accredited college or university and six years of experience in performing urban, regional, transportation, environmental, sustainability, or emergency planning work.

Skills

  • Knowledge of the principles and techniques of urban or emergency planning.
  • Knowledge of research principles and methodology related to urban or emergency planning.
  • Knowledge of the principles of political science, economics, sociology and the other social sciences.
  • Skill in preparing detailed urban or emergency plans and designs.
  • Ability to prepare comprehensive reports.
  • Ability to work effectively with others.
  • Ability to effectively communicate orally and in writing.
  • Supervisory ability.
  • Administrative ability.
