Spring 2023 Colvin Capstone Competition - Honorable Mention

The Hull at Central Avenue is a mixed-use development at 200 North Central Avenue in the Pleasant View Gardens neighborhood of east Baltimore. Developed by Permanent Investment Partners, The Hull’s namesake is inspired by the entrepreneurial spirit of freed Black American shipbuilders who lived in the area post-Reconstruction and created thriving communities. Located on a 2.87-acre site, The Hull will be developed in three phases. Phase one includes a 120,000 square foot prefabricated parking garage, a 90,000 square foot, 100-unit, rent-to-own affordable multifamily building called “The Mallet” atop a 21,000 square foot Lidl Grocery, and a par7al infrastructure extension of Mullikin Street.
