Biography

Zachary Marks, Senior Vice President of Real Estate, joined the Housing Opportunities Commission (HOC) in 2013. In this role, he is responsible for HOC’s property-related activities, including real estate acquisitions and development, property maintenance, property management, and asset management. Mr. Marks has more than seventeen years of experience in real estate and has previously worked at both private for-profit and private non-profit firms covering more than a dozen major markets throughout the United States.

While at HOC, Mr. Marks has managed the Real Estate Development division in the entitlement, design, and financing of more than $1.4BN in transactions – including $625MM in renovation projects delivered comprising 2,712 units, $426MM in new construction projects underway comprising 1,009 units, $384MM in acquisitions consummated comprising 1,992 units, and LIHTC limited partner interests acquired comprising 1,491 units.

He led the conversion of the Commission’s Public Housing portfolio via the Rental Assistance Demonstration (RAD) program, which comprised eight in-place renovation conversions as well as four off-site, new-construction conversions culminating in more than $340MM in Commission-led transactions as well as another $60MM in partner-led RAD transactions. 

Collaborating with Montgomery County Council, Mr. Marks played a leading role in creating the nationally renowned Housing Production Fund (HPF) – a $100MM revolving new construction equity facility dedicated to HOC’s pipeline, which is projected to yield 6,000 units over the next twenty years. Mr. Marks also recently directed HOC’s collaboration with Montgomery County Council on the creation of a $20MM acquisition preservation fund for non-profit and governmental entities.

Mr. Marks is a graduate of the University of Richmond with a Bachelor of Arts in Journalism and also holds a Master’s in Education from the Johns Hopkins University and an MBA with Real Estate concentration from the University of North Carolina Kenan Flagler Business School. Before attending graduate business school at UNC, he taught English for three years at Wootton High School in Rockville, MD.
