Lynette Boswell, PhD

 Lynette Boswell received a Bachelor’s and Master’s degree in Urban and Regional Planning from Ball State University. While working on her degrees, she studied urban design and international planning in various countries throughout South East Asia and Europe, including: Hong Kong, Sri Lanka, Singapore, India, and Italy. During this time, she also interned with various housing policy and community development organizations in the Midwest. She later completed a Masters of Urban Design at the University of Michigan, and subsequently worked for a planning consulting firm in Chicago; participating in town plans and urban design studies throughout the metropolitan area. She was a Resident Research Fellow for the Genesee Institute in Flint, Michigan, studying housing foreclosures and researching opportunities for communities and institutions to forestall neighborhood decline.

While working towards her PhD Lynette worked as a program analyst intern for the Department of Commerce, Economic Development Administration. Her PhD interests included neighborhood revitalization strategies for older inner-city neighborhoods and declining surrounding suburbs. She also focused on housing market conditions and models, and international, state and local housing policies. While at UMD Lynette worked with Dr. Angel Nieves as a CrISP scholar with the Consortium on Race, Gender, and Ethnicity (CRGE). 

Lynette now serves as the Director of Facilities Research and Planning within the Chief Operating Officer Division for the Baltimore City Public School System. Her primary projects focus on housing market typologies and urban education, economic development, demographic data analysis, shrinking cities, equity and school district planning.
